EOI released for Sydney circular economy precinct

Sydney Water is creating a 12-hectare circular economy zone (CEZ) in Western Sydney, set to drive economic growth, create new jobs and foster sustainable innovation.

The Expression of Interest (EOI) tender is now open for lease options for various land uses focused on the circular economy, such as bioenergy and nutrient recovery, sustainable fuels and organic waste processing. The project aims to promote circular resource management through targeted co-location of industry. 

Sydney Water Executive General Manager of Water and Environment Services Paul Plowman said the precinct, located at Kemps Creek adjacent to the $1.2 billion Upper South Creek Advanced Water Recycling Centre (AWRC), will be turning "waste into opportunity".

"Long-term leases will be available in the unique precinct, which is conveniently located near the new M12, Elizabeth Drive and within 5 km of Western Sydney Airport," Plowman said. "This project demonstrates how we can embrace sustainable solutions at Sydney Water as we work towards our goal of net zero carbon emissions by 2030."

The AWRC is said to help generate an estimated $10 billion in social and economic benefits for Western Sydney through jobs and investment, while the CEZ will contribute to the wider $1.9 trillion economic opportunity for Australia. The project will also support the NSW Government's commitment to achieving net zero by 2050.

"We want to create a benchmark for a thriving circular economy ecosystem through industry-leading water and resource recycling technology and capitalise on this opportunity to help build a resilient and sustainable city," Plowman said.

The AWRC is one of Sydney Water's largest infrastructure investments in Western Sydney, and will soon supply wastewater services to 400,000 new homes and businesses in the expanding region. Once completed, it will treat approximately 35 million litres of wastewater per day.
